My guess is that Cussler sued the producers as a face saving measure after the film bombed, so getting the film to be on time, under budget, and turning a profit would probably butterfly away the legal fights. If I had to play armchair producer, I'd replace Breck Eisner (who was obviously completely out of his depth) with a more experienced shooter like Martin Campbell (who at the time would have been coming off of Casino Royale), and knows how to bring a film in under budget and on time.
